While it looks like an engineering marvel, I have to wonder if it is really necessary. Most of the bottle necking is caused by sightseers and now they will just get another place to crawl their asses.
On a side note, I like that they are partly naming it for Pat Tillman. This country needs more heroes like him.

I thought this was an anti-terrorism effort to prevent car bombs or other explosives from having access to the dam itself. Imagine the devasation if the dam were to be blown, there's a lot of people living in areas that would be flooded.

The bridge was designed and the environmental impact study done in 1998. While security is certainly a concern, it has only expedited the building process. It is not about the terrorists winning.
The dam is the currently the main link between Phoenix and Las Vegas and it is one lane in each direction with numerous curves and at least one hair pin curve. Add rubberneckers to that and I once waited hours to cross in the 90s, and there wasn't an accident.
