Every boy needs guidelines and a male role model to enforce them. Period. Women just can't get the respect from a young buck that's trying to figure out the sex and power thing. He's gotta know he can't get away with this shit.
Lead by example, and consistent discipline is key.
I've seen the parents that go too far with the 'friends' or 'equals' things with their kids, then when they try to come down on them, the kid doesn't understand the roles and flips out. Not to say that's your case, but the other is that he learned the violence thing from example, which I'd hope isn't the case.
Sounds like you need to be the heavy 24/7 right now, then ease into the trust. Cops are a fear thing maybe, but what most kids want is security; knowing that you'll be there through the tough love.

Thank you, i get so pissed off when parents refuse to spank their deviant children because they think it's child abuse.

If I fucked up as a kid, I got my ass cracked and guess what, I stopped what I was doing. We all turned out normal (for the most part) lol
