As a parent of a 16 year old girl, I'd be fuming pissed if I found out that her prom let some girl's 21 year old brother (even worse a guy who just got back from active duty) attend.
The last thing I want is a 21 year old horn dog sniffing around my daughter. And I'm not sorry about it either. And if any of you question why I think this way, it's because I've heard many times of teenage (not that 18 and 19 year old ADULT "teenage" either) girls dating 20-25 year olds. Hell, many of the girls were the initiating partner. Also knowing a few 20 something's who left for active duty and then came back on furlough and became "that guy" for a 16-17 year old...
Hell, my prom was restricted to active students of my school only. None of us bitched and whine and cried for the ACLU to enforce some ephemeral, non-existent human right.

That seems like it would make the most sense to me. Make a rule that says students only. Shit, there's not that many high schools in Lincoln Co NC, so it's not like that excludes any school-age kid.

kinda annoyed about the soldier pimping too. reminds me of that case where the family wanted special treatment for the wounded soldier and his gf at the amusement park. didnt follow rules- or follow proceedure for disabled- but still expected special treatment.
im not a vet, so i cant speak for them or get personally offended, but if i was a vet i would be offended at stories like this where soldiers and essentially wanting preferential treatment for doing the job they signed up for. vets?
