A rat is not likely the cause. RS, just like other file sharing sites will keep track of bandwidth used by specific links, accounts, IP addresses, etc. Many countries now have laws requiring that EVERY file storage site, web-mail, IM host and a few other things keep logs of IPs connecting to them. Many backbone carriers do the same even if the host doesn't.
This is specifically to fight kiddie pron and as much as most people don't want to believe it, terrorists. It's scary some of the stuff those schmucks are storing out there.

I've "acquired" massive amounts of stuff and every day I expect someone to send me a letter in the mail.
It doesn't surprise me that some accounts will get shut off. Even when the servers are not in the US, those countries may not have piracy laws like we do, but they do try to comply with laws of the "friends". This usually means tracking where the traffic is coming/going and targeting those specific accounts. There's quite a few torrent sites who now block the US as whole specifically due to this.
