Not quite. Every forum has a culture - just like every country has a culture. One could easily go to Europe (and I believe Australia) and have no problem whatsoever going topless on a public beach. Try the same thing in the US and you'll find your butt hauled off to jail.
It is not up to the forum to conform to you, it is your responsibility to conform to the culture of the forum.
