I used to run a comic/sportscard shop in a mall, and the mall rent-a-cops took great delight in bragging about the beatdowns they administered to shoplifters. Even if the guy dropped the goods and put his hands up, they would still "take him down" as hard as they could. One guy would come in in plainclothes and spend all his time trying to bust homosexuals in the mens' room. He'd sit in the stall and tap his foot in whatever secret code "they" have and then tackle them and beat the shit out of them when they responded. I can only assume that anybody who spends that much time gaybaiting has more than just a professional interest in them.
Most of the guys I knew had tried to be cops and couldn't get hired for whatever reason, and so this was their next best way to push people around and kick the shit out of people.
