Actually, it's not uncommon. The bathroom (loo or Water Closet, for our friends on the tiny island country called the UK) is one of the few places in apartment that is designed to resist water. So, if your umbrella is wet, it's the ideal place to dry it out inside your house. However, me mum used to put it in the bathtub open. I guess if you are short of space or superstitious of opening an umbrella inside, you could put it in a basket to dry. More than likely this umbrella stand also doubles as a waste can.
