It can probably be defined by the individiual and their upbringing. I first ventured onto the net about 10 years ago, when the hottest google search was still Gillian Anderson. Back then faces of Death what the epitome of 'fucked up', but these days, a quick glance at the Gore thread raises naught more than a 'meh' and a shrug of the shoulders.
However, how a person reacts to what they see is a different story. I, personally, can distance myself from what I see on the screen as it's in the past. Nothing I can say or do will affect the image or video, I shrug it off and go on with my life. Others can, and will, seek out more, until the internet fails to provide satisfaction, so they find other ways to get their fix.
Three guys one hammer spring to mind, also the recent UK case of 2 boys, one aged 10, the other 11, who beat and sodomised 2 younger boys to within an inch of their lives. The court case hinged heavily on the fact the boys were permitted and encouraged to watch porn, violent movies, and the afore-mentioned Faces of Death videos. As adults, we can put a barrier up between fiction and reality. Young and impressionable minds, not so much.
So, my answer would be 'kinda'. Seeing a pedestrian getting hit by a car on screen would probably illicit a 'holy shit', but when it happened for read a few months ago, I was out of the truck running towards the accident, first aid kit in hand, before the handbrake had fully kicked in...
