very little actual science there, more theory and postulation. having a slither of metal vibrating at an atomic level while at exactly the same time doing fuck all isn't going to aid in the breaking of the light barrier, which is pretty much what's needed if anything approaching time travel is going to happen.
What the article is mainly referring to is string theory, and the passage from one string to another. very little to do with time travel.
The ability to 'bend time' would only ever be possible if time itself was tangible, which it bloody isn't. The only place time exists is on clocks and watches. It's theorised that time slows down as you approach the speed of light, that's not true, your perception of time slows, time itself does bugger all. The only possible, yet still theoretical, method of 'travelling' in time would be to travel at the speed of light, where time would stand still. You'd be able to travel to the sun in 8 minutes, but it would still take you several millenia to get anywhere interesting in the solar system and beyond. That is, of course, that you survive the g-forces involved.
Of course, when it comes to time-travel, I always go by what a barfly philosopher once told me
"Time travel will never, EVER be possible. You wanna know how I know? Because if it's ever achieved, someone would have come back and told us"
