I think is was to help prevent the windows from shattering from wind and debry. The windows could still break, just not shatter and blast pieces every where.

oh I see to help hold the large shards of glass together, I don't think house window glass is tempered, so when it breaks it breaks in large sharp sheets instead of sand like particles, cool idea.
