You could probably do it yourself but it's going to suck. One of the hinges on my laptop is fucked so I don't even open the lid anymore, and the way it's broke, I'd have to replace the entire plastic back lid to fix it.
Just keep in mind that if you take it somewhere, they may or may not even do it, and if they do, it'll probably cost a shit load.

Do you feel comfortable taking it apart? It isn't fun to take a laptop apart.
As far as parts do a search on Ebay. I have found lots of parts for my laptop on Ebay.
As far as taking it apart do a search on youtube, you may find something.
I am afraid that if you take it to a shop they are going to charge you at least $200 bucks but it may be worth it to get a quote. If it is a high quote just go buy a new laptop as they are so cheap right now.

In my opinion laptops in that range are all the same parts they just have different logos on them.
Go to Best Buy and try out all the laptops as they are carrying equipment from just about everyone. Whichever one feels comfortable to you should be fine.
The obvious would be something with a big drive, at least 2 gigs of memory and a decent processor. I am using Vista and so far I think it is way better than all of the negative opinions that you will hear. I was a Vista hater myself until I actually used it.
You can probably find it online for cheaper than a store but if you do buy it in the store don't buy any protection plans as they are crap and never take a computer in to the geek squad or firedog. Find a local shop and take it to them, it will probably be cheaper and they will give you better service.

Can you get to the drive through the command prompt?
Did the drive show up on in the Disk Management utility? If so, right click on the drive in that utility and let me know what options you have. Sorry I didn't make that clear earlier.
I'm pretty sure it's a virus, but whenever my comp is not touched for like 15 mins, i get a screen saver of bugs crawling over my screen. I knows its not a screensaver i set up since its set to <NONE> right now.
Nothing else is weird about it, which is what I can't understand. I don't have popups or any other weird virus-y things going on. Just the crawling bugs.
