I'd probably have to go with a Zeppelin album myself, though a personal favorite that I can listen to over and over is Radio Bemba Sound System by Manu Chao.

I'm going with Dark Side of the Moon, partly because it holds the record for time spent on the Billboard Top 200 album chart (741 consecutive weeks, or 14 years).
I personally judge the best album of all time as one that can be heard from start-to-finish with no tracks to skip. Every time I've listened to this masterpiece, I like it at least as much as I did the time before.
When it comes to Floyd, personally, I prefer "Animals" to the ones that've been mentioned.

There are some artists or bands I'm thinking of that I can't name a single great album that stands above the rest. (e.g., the Shins, Tom Waits, Yo La Tengo).
---
Some finalists:
Belle and Sebastian - Tigermilk, If You're Feeling Sinister
bob dylan - highway 61 revisited
Clap Your Hands Say Yeah - s/t
elliott smith - xo, figure 8
iron and wine - the creek drank the cradle
the kinks are the village green preservation society
of montreal - the gay parade, satanic panic in the attic (these albums are so different from one another it's like 2 different bands)
radiohead - all from the bends to in rainbows, especially (at the moment) Amnesiac
sufjan stevens - michigan
the who- quadrophenia, live at leeds, tommy

Must I pick one? Maybe it's a cliche, but: In the Aeroplane Over the Sea
The best album of all time? Impossible to pick just one.
In no particular order...
Girls, Girls, Girls - Crue
Open Up and Say Aaah! - Poison
Appetite - GnR
Zoso - Led Zeppelin
Master - Metallica
Symphony of Destruction - Megadeth
Wisconsin Death Trip - Static X
