Man that sucks. When I was a kid living on the west side of Columbus, my parent's basement flooded at least five times. Only the basement mind you, not the neighborhood.
Turned out the basement drain tied directly to the street drains so when we'd get hit by major rains, the street lines would plug and all that rainwater would backup into people's basements. Once and the final time, the basement was completely full. All the way to the 1st floor stringers. It was leaking out the above-ground half windows. Right after that got cleaned, dad dug up the floor and put in a backflow preventor.
So I have to ask, when you bought your house, did you check the flood plain history? That used to be something people did, but it seems like more and more, no one bothers and then they're shocked when they're house gets flooded.

My mother in law lived up near Grand Coulee Dam in Washington in a small town. Twice in the course of two years the city sewer backed up into her basement to a height of five feet. Twice contractors came in, pulled and replaced all the carpet, the drywall, the framing and everything. (City paid for it). She finally sold the place a couple years ago.
