I believe this could be a joint military exercise with NATO and the Latvian military (also a NATO member). I remember watching on RT (Russian Television) News a few months ago where the Russians were making a big bitch about it because they say it hearkens back to military fascism when Latvia were supported by the Nazis. The exercise was done with a beach landing surrounded by the media.
